The Ministry of Environmental Protection and Natural Resources of Ukraine has published a draft order of the Cabinet of Ministers of Ukraine “On Approval of the Action Plan for the Establishment of a National Greenhouse Gas Emissions Trading System”.
The relevant notice, together with an explanatory note, was published on the Ministry's website.
The Action Plan for the Establishment of the National Greenhouse Gas Emissions Trading System contains 3 major sections:
- Adoption of regulatory acts in the field of national ETS implementation.
- Ensuring the effective functioning of the national ETS in accordance with the requirements of the EU ETS.
- Maintaining an ongoing systematic dialogue to facilitate interaction and raise awareness of stakeholders on the implementation of the national ETS.
The second section stipulates that the launch of the pilot phase of the Ukrainian ETS will start in 2028, and its full operation will begin no earlier than 3 years after the termination or lifting of martial law.
Among other measures to launch the National ETS, the Ministry of Ecology plans to implement the following:
For 2024-2025:
- development and coordination with interested parties of substantiated proposals regarding the architecture and parameters of the key components of the National ETS;
- ensuring the restoration of the mandatory system of monitoring, reporting and verification of greenhouse gas emissions (GHG);
for 2025-2026:
- development and adoption of the draft law on ETS;
- ensuring the functioning of the Unified Register of the Ministry of Foreign Affairs;
for 2025-2027:
- making changes to regulatory acts in the field of monitoring, reporting and verification of greenhouse gas emissions in accordance with updated EU regulations;
for 2026:
- creation of an organizational structure for conducting exercises and trainings on various aspects of the functioning of the National ETS;
for 2026-2028:
- development and implementation of methodological documents aimed at interpreting the technical aspects of the functioning of the National ETS;
for 2026 – 2 years from the date of termination or cancellation of martial law:
- ensuring the functioning of the MFA system;
for 2027-2028:
- development and adoption of bylaws;
- ensuring the proper functioning of the authorized body or bodies in the field of National ETS;
- creating and ensuring the full functioning of the Unified register of ETS, compatible with the Unified register of the Ministry of Foreign Affairs.
