Parliamentarians supported the draft law No. 12131, which provides for the resumption of monitoring, reporting and verification of greenhouse gas emissions in Ukraine.
This was reported by MP Iryna Gerashchenko on Telegram.
The Verkhovna Rada adopted as a basis the European integration bill No. 12131 “On Amendments to Certain Legislative Acts of Ukraine on the Restoration of Monitoring, Reporting and Verification of Greenhouse Gas Emissions”. It is part of the implementation of the Ukraine Facility Plan.

What does the bill provide

  1. Introduction of mandatory submission of documents specified by the provisions of the Law of Ukraine "On Principles of Monitoring, Reporting and Verification of Greenhouse Gas Emissions" for operators who have not submitted documents since the introduction of martial law.
  2. Demarcation of operators into those whose installation was not damaged, suffered significant (completely destroyed) damage or minor (partially destroyed) damage, and detailing the obligation to submit documents defined by the provisions of the Law of Ukraine "On Principles of Monitoring, Reporting and Verification of Greenhouse Gas Emissions" , operators of such installations.
  3. Deduction of legal relations from monitoring, reporting and verification of greenhouse gas emissions from the scope of the Law of Ukraine "On protection of the interests of subjects submitting reports and other documents during the period of martial law or a state of war".
  4. Creation of a public electronic Unified register for monitoring, reporting and verification of greenhouse gas emissions.
  5. Setting a period of 6 months for the submission by the operator or a person authorized by him of documents for approval of the monitoring plan.

According to Iryna Gerashchenko, the return of reporting for enterprises should take place in the first quarter of 2025.

Earlier, EcoPolitic wrote, that on October 7, the Committee on Environmental Policy and Nature Management at its meeting supported Draft Law No. 12131 on Amendments to Certain Legislative Acts of Ukraine on the Restoration of Monitoring, Reporting and Verification of Greenhouse Gas Emissions.
