Environmental safety: how ENERGO-PLUS implements water quality control at Ukrainian enterprises

Katerina Belousova

About 75% of the mass of all pollutants entering the surface waters of Ukraine is found in the return water of communal enterprises from water drainage

In Ukraine, the need to improve water quality is critical. Contamination of drinking water sources leads to a deterioration in the quality of drinking water and poses a serious threat to public health in many regions of Ukraine. Specialists of ENERGO-PLUS LLC actively work with water supply, water treatment and sewage systems with modern management, control and monitoring systems.

The problem of the ecological state of water bodies is relevant for all water basins of Ukraine, especially during the full-scale war and the explosion of the Kakhovka HPP. Water in most of them is classified as "polluted" and "dirty" (IV-V quality class). The most acute situation is observed in the basins of the Dnipro, Siverskyi Donets, Azov rivers, and some tributaries of the Dniester and Western Bug, where water quality is classified as "very dirty" (class VI).

According to the State Agency of Water Resources in 2020, pesticides, plasticizers, pharmaceuticals, industrial chemicals, narcotic drugs, antidepressants, carcinogens, etc. were found in surface water samples. Obtaining drinking water from it requires their removal, which is technologically complex, economically burdensome and not always satisfactory.

The issue of water resources is regulated by a number of laws, decisions and regulations. These include:

  • Laws of Ukraine "National program "Drinking water of Ukraine" for 2006-2020" dated 03/03/2005, "National target program for the development of water management and ecological improvement of the Dnipro river basin for the period until 2021" dated 05/24/2012, " On sewage disposal of populated areas" dated 12.28.2021, "On the state-wide targeted social program "Drinking water of Ukraine" for 2022-2026" dated 02.15.2022;
  • Decision of the National Security and Defense Council of Ukraine dated February 27, 2009 "On the State of State Water Resources Safety and Providing the Population with High-Quality Drinking Water in Ukrainian Settlements", "On Challenges and Threats to Ukraine's National Security in the Environmental Sphere and Priority Measures for Their Neutralization" from 03/23/2021, "On the state of water resources of Ukraine" 07/30/2021

However, the state of the country's surface (and not only) water resources continues to deteriorate. And the reason is not only due to insufficient funding.

One of the reasons is a lack of awareness of the imperfection of the work of communal water drainage enterprises (water channels that receive most of the industrial wastewater), in the return waters of which there is about 75% of the mass of all pollutants entering the surface waters of Ukraine. High-quality water supply and drainage improves the condition of surface water and makes it easier to obtain high-quality water.

Currently, the current monitoring system of surface and return water provides fragmentary information about their condition. In particular, in 2022, the Regional Water Resources Agency of the Poltava region analyzed about 80 samples to assess the state of 46 rivers under its control. Only online monitoring provides the actual state of water resources. It is expedient to start its implementation at pioneer drainage facilities identified in each region of the country.

"ENERGO-PLUS LLC is intensively working on the development and implementation of effective systems of automated management of the technology of cleaning and further treatment of communal and industrial wastewater using SCADA. They transmit data online using GSM communication. Such systems have already been successfully implemented at one of the oil refineries and during the construction of an oil extraction plant," he said Evgeny Korf, director of LLC ENERGO-PLUS.

According to the experts of ENERGO-PLUS LLC, automated monitoring is the first step to ensure access to public information about the state of water resources in Ukraine. This will allow public control through free access of everyone to the primary results of their online monitoring.

As EcoPolitic previously reported, the Cabinet of Ministers registered in the Verkhovna Rada draft law No. 9674 "On Amendments to the Code of Ukraine on Administrative Offenses in Connection with the Adoption of the Law of Ukraine "On Water Drainage and Wastewater Treatment".
