Guarantees of the origin of green energy will appear in Ukraine

The bill also provides for the introduction of a self-production mechanism

The Verkhovna Rada adopted in its entirety draft law No. 9011-d "On Amendments to Certain Laws of Ukraine Regarding Restoration and Green Transformation of the Energy System."

The document provides for the introduction of the guarantee of the origin of renewable energy and the Net Billing model, Yaroslav Zheleznyak, People's Deputy from the "Voice" faction, reported in Telegram.

The corresponding decision was supported by 279 people's deputies.

Chairman of the Parliamentary Committee on Energy, People's Deputy from the "Servant of the People" faction Andriy Gerus said on Facebook that the draft law provides:

  • guarantees of origin of green electricity;
  • the right for producers of green electricity to sell their electricity on the market independently (and not through the Guaranteed Buyer), and the Guaranteed Buyer will make the additional payment. The surcharge is defined as the difference between the green tariff and the market price, the so-called Feed-in-Premium. Thus, RES producers will have the right to work independently in the market;
  • self-production mechanism, which enables consumers to install electricity generation facilities, and unconsumed surpluses can be released into the network at free market prices. From 2030, only green generation will be able to be added to the mechanism, but all objects that were launched earlier will be able to work;
  • preservation of incentives for wind turbines, small SPPs until the end of 2023 and long-term preservation of incentives for small domestic SPPs. Introduction of the Net Billing model;
  • the right of RES facilities to sell electricity to neighboring enterprises at contractual prices during periods of emergency or planned restrictions in the power system;
  • the possibility for investors to install generation on the territory of consumer enterprises with subsequent supply of electricity for the needs of these enterprises at contractual prices;
  • the possibility for the "Guaranteed Buyer" to export green electricity on general market terms. These funds will partially cover the payment of the green tariff.

As EcoPolitic reported earlier, on May 2, the Verkhovna Rada adopted as a basis in the first reading draft law No. 9011-d "On Amendments to Some Laws of Ukraine Regarding Restoration and Green Transformation of the Energy System".
