Forestries will strengthen quality control of work

In 2023, the state enterprise "Forests of Ukraine" will invest hundreds of millions of hryvnias of its own funds in the care and rehabilitation of forests on an area of ​​about 100 hectares.

For the first time, uniform clear algorithms, a list of services and tariffs will be introduced in forestries, which will eliminate corruption risks and the creation of schemes, Yury Bolohovets, head of the State Forest Resources Agency, reports on Facebook.

He said that plantings of the desired composition and density will be formed in young forests. And care for older trees will include:

  • achievement of the optimal structure of the future forest stand;
  • uniform placement of the main breed;
  • creation of conditions for the correct formation of the trunk and crown;
  • increase in increase in diameter due to a decrease in density;
  • increase in the area of ​​light and soil nutrition.

Bolohovets stressed that due to the forest reform, a significant increase in the effectiveness of forest care measures is expected.

“The problem of the leshoz system was the lack of a unified model for organizing work. Who and at what price would carry out the care of local leaders often decided at their own discretion,” he said.

According to him, the cost of services differed at times. So different work on the site was sometimes carried out by several contractors. The equipment was rented under non-market conditions, and sometimes the services of "incomprehensible consultants" were paid. Thus, in some leshozes there were overpayments, while in others there was not enough funding, and the work was carried out partially or poorly.

Bolohovets noted that Forests of Ukraine will also introduce monitoring to prevent conflicts of interest, for example, when a manager orders work from relatives. They will also strengthen the quality control of the work.

He added that the leshozes, which lack funding, will receive assistance and will be able to complete the planned amount of work. Indeed, over the past 10 years, care work in non-resource forests in the south and east of the country has either been underfunded or not carried out.

“This year we will radically change the situation. Changing approaches to organizing forest care is an example of how reform works. Efficiency, quality and control increase. The space for abuse and schematization is becoming an order of magnitude smaller, ”Bolokhovets emphasized.
