The Ministry of Environmental Protection and Natural Resources has launched a digital module that makes it possible to conclude an agreement on holding a public discussion in the environmental impact assessment (EIA) procedure online on the EcoSystem platform.
This will shorten the procedure from about 60 days to a few minutes, the press service of the Ministry of Environment reports.
It is noted that such simplification became possible thanks to the change in the Procedure for the transfer of documentation for the provision of an opinion on the EIA and financing of environmental impact assessment, introduced by the Cabinet of Ministers.
The message said that the contract can be concluded both directly by the customer of the planned activity and by his representative. To do this, you need to log in to EkoSystem using the link and follow 6 steps:
- for a contract for a separate unit/branch, click "Yes" and enter the EDRPOU code of the main organization and select the required branch. And for the contract of the main organization, choose "No";
- enter information about the signatory of the contract;
If the contract is signed by an authorized person of the customer (if the payment for the public discussion is not made by the customer of the planned activity), it is necessary to select "As an authorized person of the customer". Below, choose who is the customer of the planned activity and enter his EDRPOU code.
- check information about the customer and the authorized person;
- indicate the registration number of the case from the Unified Register of Internal Affairs and Communications and details of the legal entity or individual that will pay for the public discussion;
- elect an authorized body that ensures public discussion. If it is the Ministry of Environment, it is additionally necessary to choose the type of public discussions;
- check the correctness of the entered data and sign the contract.
The message emphasized that after signing the contract, an invoice for payment for the public discussion is automatically created. The invoice and contract will be sent to the e-mail address of the authorized body.
In addition, all documents will be stored in the office of the customer or his authorized person.
Earlier, EcoPolitic wrote, that in Ukraine, environmental information, in particular regarding air quality, permit documents, deforestation, the environmental impact assessment register, etc., will once again be open to the public.
As EcoPolitic previously reported, the Verkhovna Rada adopted as a basis in the first reading the government bill No. 8410 "On amendments to the law of Ukraine "On environmental impact assessment". However, the document did not take into account comments and suggestions of the public, and a number of negative norms were not worked out.
