Deputies criticized the draft law on the register of guarantees of RES energy origin

The draft law includes costs for maintaining the register and guarantees of origin to the tariff

People's deputies believe that the draft law "On guarantees of the origin of electricity from RES" needs to be finalized. The Ministry of Energy published the document the other day. The inter-factional parliamentary association "Clean Energy – Healthy Environment" concluded that the bill of the Ministry of Energy in its current form will negatively affect the industry, reports "Clean Energy – Healthy Environment" on Facebook.

The deputies noted that the document does not regulate the issue of renewable gases, in particular biomethane, which should not be the case. After all, regulatory mechanisms in Ukraine must correspond to European ones, that is, the principles of regulation and issuing guarantees of origin must be universal for all types of RES.

"But in this case, the transmission system operator (TSO) should not issue guarantees, because it has nothing to do with gas," the material says.

They also emphasized that the costs of maintaining the register and issuing guarantees of origin will be included in the tariff for the transfer of the OSP, which will lead to an increase in the price of the tariff.

"Financing from the tariff should not be carried out due to the fact that this activity is not related to the licensed one and, accordingly, cannot be carried out at the expense of the tariff", stressed the MFI.

Deputies do not recommend approve the document without revision.

Earlier, EcoPolitic wrote, that in Ukraine, the government adopted a draft resolution of the Cabinet of Ministers "On the Procedure for the Operation of the Biomethane Register", which will allow launch a biomethane market.

As EcoPolitic previously reported, The State Energy Efficiency Agency and the Ministry of Energy have prepared 2 draft laws designed to exempt enterprises that burn biofuel, from paying emissions taxes CO2.
