The Verkhovna Rada of Ukraine supported in the first reading the European integration draft law in the field of environmental protection No. 5159 about amendments to some laws of Ukraine regarding the introduction of liability for violation of the procedure for carrying out a strategic environmental assessment.
The corresponding decision was supported by 232 people's deputies, the Ministry of Environment reports on Facebook.
On July 13, the eco-committee supported the introduction of liability for failure to perform a strategic eco-assessment.
The bill introduces:
- creation of the Unified Register of Strategic Environmental Assessment (SEA);
- establishment of liability for violation of SEO legislation;
- giving the State Inspectorate the authority to monitor the implementation of legislation on SEA.
The document also provides an opportunity for individuals and legal entities to challenge in court the actions of state and local authorities in the process of carrying out a strategic environmental assessment.
The head of the Ministry of Environment, Ruslan Strilets, emphasized that the post-war reconstruction of Ukraine will take place according to European standards, for which maximum steps are already being taken today. European rules are implemented in the legislation of Ukraine.
"Strategic environmental assessment is one of the key tools for such a recovery of the country. Therefore, today it is more important than ever not only to improve and make transparent the procedure for carrying out a strategic environmental assessment, but also to establish responsibility for its violation," he said.
According to him, the draft law will help prepare the ground for an ecologically balanced recovery of the country from the consequences of the war with the Russian Federation.
"We have to do everything today so that during the reconstruction, not only the possible economic profit, but also the ecological consequences in the long term are taken into account,"noted Strilets.
