The agenda of the EcoCommittee of the Verkhovna Rada for April 5

People's deputies will review the conclusions to draft law No. 7438 "On the circulation of pyrotechnic products"

On Wednesday, April 5, a meeting of the Committee of the Verkhovna Rada of Ukraine on Environmental Policy and Nature Management will be held via video conference at 10:30 a.m.

EcoPolitic has prepared the agenda of the committee for its readers.

The People's Deputies will consider draft laws regarding which the Eco Committee is designated as the main:

  • draft law No. 7438 (second reading nya) "On amendments to some legislative acts of Ukraine regarding the use and circulation of pyrotechnic products", review of the conclusion;
  • Draft Law No. 9136 "On amendments to certain legislative acts of Ukraine on improving the management of objects of the nature reserve fund of Ukraine", in the presence of the conclusion of the Chief Scientific and Expert Department of the Verkhovna Rada apparatus (GNEU).

In addition, the eco-committee must submit its proposals to the revised draft law No. 5648 "On amendments to the Law of Ukraine "On state aid to business entities" and other legislative acts of Ukraine on state aid to business entities".

People's deputies will also consider issues of:

  • approval of the committee's recommendations on the issue: "On the report of the Head of the State Forestry Agency Yury Bolokhovets on the results of work in 2022, the leadership of the Ministry of Environmental Protection and Natural Resources of Ukraine and the head of the State Specialized Economic Enterprise "Forests of Ukraine" Ihor Lytsura regarding problematic issues in the forestry industry and analysis of application practices legislative acts in this area in accordance with clause one of the first part of article 14 of the Law of Ukraine "On Committees of the Verkhovna Rada of Ukraine";
  • information of the Ministry of Environment and the State Environmental Inspection of Ukraine regarding the implementation personnel policy of the State Inspectorate, in particular in the Transcarpathian region;
  • consideration in the order of control over the implementation of the Law "On Improvement of Legislation in the Field of Subsoil Use" No. 2805-IX dated 01.12.2022 letters of the Derzh Geonadr No. 815/02-3/2-23 dated 16.02.2023 regarding the definition of the term "resident of the aggressor country", as well as the characteristics of a resident of the aggressor country and the list of documents necessary and sufficient to establish the fact that a legal entity has the status of a resident of the aggressor country, as well as No. 816/02-3/2-23 dated 16.02.2023 regarding the expiration of the period established by part seven Article 13 of the Code of Ukraine on Subsoil for sanctioned persons;
  • the need for the committee to consider the report of the Head of the State Geodesy Roman Opimakh on the results of the work in 2022, as well as to consider the letter of the State Geodesy No. 736/09/02-23 dated 03.03.2023 and its annexes regarding the state of affairs in the field of subsoil use;
  • draft Regulation of the European Parliament and of the Council establishing a framework for ensuring a reliable and sustainable supply of critical raw materials and amending Regulations (EU) 168/2013, (EU) 2018/858, 2018/1724 and (EU) 2019/1020 (European Critical Raw Material Act) and the creation by the Committee of a working group on the study of international experience and the development of legislative proposals to improve the legislative regulation of strategic and critical minerals in Ukraine.

As EcoPolitic previously reported, the Committee on Environmental Policy and Nature Management recommended that the Verkhovna Rada of Ukraine adopt as a basis government draft law No. 8410 "On environmental impact assessment".
