The project of the Law “On the System of Trade in Quotas for Greenhouse Gas Emissions in Ukraine” is planned to be considered in the fourth quarter 

On Tuesday, February 11, MPs approved the Parliament's Legislative Work Plan for 2025. It contains 44 documents in the field of environmental policy and nature management.

MP Yaroslav Zheleznyak announced the adoption of the relevant resolution №13010 in Telegram.

EcoPolitic has familiarized itself with the Plan, which is published on the Verkhovna Rada's website in the document card.

Adaptation of Ukrainian legislation to the provisions of EU law

Section I lists the draft laws that are necessary for Ukraine's European integration. There are 11 of them in the Environmental Policy and Nature Management block. There are both new documents and previously adopted laws, but to which lawmakers plan to make changes.

Parliamentarians will work on such drafts of new laws:

II quarter:

1. No. 12180 “On mining waste”.

III quarter:

2. No. 10066, No. 10066-1, No. 10066-2 “On Packaging and Packaging Waste”.
3. “On Waste Electrical and Electronic Equipment – to be submitted to the Verkhovna Rada in May.
4. “On Restrictions on the Production and Circulation of Single-Use Plastic Products in Ukraine – to be submitted to the Parliament in August.

IV quarter:

5. “On the system of greenhouse gas emission quotas trading in Ukraine” – to be submitted to the Parliament in August.
6. “On Batteries, Accumulators and Battery and Accumulator Waste – to be submitted to the Parliament in September.
7. “On waste tires, waste oils and decommissioned vehicles” – to be submitted to the Parliament in October.
8. “On Confirmation of the Sustainability of Origin of Timber and Other Goods that May Lead to Deforestation and Forest Degradation” – the deadline for submission is similar to the previous one.

Amendments are planned to be made to the following laws:

  1. No. 4461 “On the Emerald Network Territories” (revised) – III quarter.
  2. “On Amendments to Certain Legislative Acts of Ukraine Regarding the Implementation of the Provisions of the EU Law on Water Protection from Pollution – to be submitted to the Verkhovna Rada in April and considered in the third quarter.
  3. “On Amendments to Certain Laws of Ukraine Regarding the Implementation of the EU Law on the Conservation of Flora and Fauna – to be submitted to the Parliament in December and considered in the fourth quarter.

Other draft laws and regulations

Section II contains a list of other issues that require legislative regulation. The block “Environmental Policy and Nature Management” here consists of 33 documents.

Only 4 of them are new, and all of them are scheduled for consideration in the third quarter of this year:

  1. Draft Laws No. 6018, No. 6018-1, No. 6018-2 “On Environmental Insurance”.
  2. Draft Law No. 11534 “On Climate Security”.
  3. The Draft Law “On Peculiarities of Management of State-Owned Objects in the Forestry Sector and the Procedure for Establishment and Operation of the Specialized State Forestry Joint Stock Company ‘Forests of Ukraine’ is to be submitted to the Verkhovna Rada in April.
  4. Draft Resolution No. 9472 “On Establishing a Moratorium on Amendments to the List of Settlements Classified as Radioactive Contamination Zones as a Result of the Chornobyl Disaster”.

The amendments to the current legislation to be introduced by the MPs this year will address the following issues:

  • ensuring environmental safety of water use;
  • protection and use of flora and fauna;
  • functioning and development of the territories affected by radioactive contamination as a result of the Chornobyl disaster;
  • environmental protection by the Armed Forces of Ukraine and military units of the State Special Transport Service;
  • work on the lands of the water fund;
  • protection of domestic animals;
  • hunting, as well as regulation of the number of certain species of wild animals;
  • protection and preservation of particularly valuable areas of natural reservoirs and watercourses;
  • limiting the circulation of plastic bags in Ukraine;
  • stimulating the introduction of a rational model of consumption of natural resources and products;
  • improvement of forestry relations;
  • protection of atmospheric air;
  • protection of domestic and wild animals;
  • defining the boundaries of coastal protection zones in case of their absence;
  • civil defense services.

Consideration of one draft law is scheduled for the first quarter, 10 documents – for the second quarter, 15 – for the third quarter, and 7 – for the last quarter.
