The state-owned enterprise "Forests of Ukraine" provides its directors with exceptionally high salaries. It is noteworthy that the heads of various departments earn several times more than CEO Yuriy Bolokhovets, who received 8,143,000 UAH in 2025.
This was reported by OBOZ.UA, citing salary data obtained by the media.
Among Ukraine’s richest government officials
Ihor Litsur, the state enterprise’s executive director, received a “bonus” of 18.543 million hryvnias for 2025. Not all of these funds were salary. The official received 8.623 million UAH in bonuses. Thus, his average official monthly income amounted to 1.545 million UAH. For comparison, Ihor Smilianskyi, CEO of Ukrposhta—who has repeatedly faced criticism regarding his salary level—reported earning 700,000 UAH per month.
In second place is Pavlo Ivanov, director of the finance department at the state-owned enterprise “Lisy Ukrainy.” His average monthly income was 1.5 million UAH. This figure rose due to those same bonuses. In total, the official received 6,607,000 UAH in bonuses over the course of the year.
The third wealthiest official of “Forests of Ukraine” is the HR department director, Kostiantyn Voitsechovskyi. Overall, last year he earned 15.762 million UAH at the state enterprise, with bonuses making up 6.607 million UAH of this amount. Thus, the official had to live on an average of 1.313 million UAH per month.
Just behind the top three are the following officials:
- Director of the Forestry Resources Department, Oleksandr Zhuk, earned 14.237 million UAH, of which 5.520 million UAH was bonuses;
- Director of Development and IT Department, Viktor Busko, received 13.398 million UAH for 2025, including 5.609 million UAH in bonuses;
- Director of the Forestry Department, Ivan Sheremet, earned 13.070 million UAH at the state enterprise, with 5.597 million UAH in bonuses.
EcoPolitic earlier reported on the salaries of the directors of regional branches of State Enterprise "Forests of Ukraine." Compared to the directors, their incomes appear quite modest – for the leaders, they exceeded 10 million UAH in 2025.
For comparison, the Prime Minister of Ukraine, Yulia Svyrydenko, in 2025 received 1.4 million UAH in salary. The Minister of Economy, Environment, and Agriculture, Oleksiy Sobolev, earned more than 1.7 million UAH.
Recently, amid critical problems in the forestry sector, President Volodymyr Zelenskyy announced personnel changes at "Forests of Ukraine." For example, in 2025, losses from crimes committed by forestry sector officials amounted to over 546 million UAH.
