Back in 2018, Nadrobudservis obtained the right to extract sand from the Yelykhovytskyi deposit in Lviv Oblast. Special permit No. 6282 was issued by the State Service of Geology and Subsoil of Ukraine. However, this year, the prosecutor's office filed a lawsuit regarding violations in its issuance.

Permit with violations
According to the Zolochiv District Prosecutor's Office, the lack of a full assessment of reserves and proper approvals indicates violations in the issuance of the special permit. Prosecutors demanded that the permit itself, as well as the order of the State Service of Geology and Subsoil of Ukraine and the protocol of the commission that approved it, be revoked.
The judges did not side with the prosecutors. In the court of first instance and the court of appeal, the refusal was justified by a technical reason – the late appeal of the prosecutors. The Supreme Court left this decision unchanged.
Conflict of interest
Another company, Orgriss, controls one-third of Nadrobudservis. The co-owner of this Lviv-based firm is Dmytro Kashchuk, according to registration data in OpenDataBot. The businessman was previously a government official, heading the State Service of Geology and Subsoil of Ukraine in 2024-2015. The issuance of special permits for subsoil use falls within the powers of this institution.
After leaving the state structure, Dmytro Kashchuk engaged in business and consulting activities. According to Parlament.ua, his subsequent projects were in one way or another related to subsoil use.
"His appointment was once accompanied by statements about the need for reforms and transparency in the field of geology," the media notes.
