Trustees of Yuriy Bolokhovets, Director General of the State Enterprise “Forests of Ukraine”, and Viktor Sakhniuk, Head of the “Capital Forestry Office” branch, systematically interfered with the electronic timber accounting system.
This was stated by journalists of 368.media, referring to the materials of the criminal proceedings under №42024000000000335 under Part 3 of Article 191, Part 3 of Article 15, Part 4 of Article 191, Part 1 of Article 263, Part 5 of Article 361, Part 3 of Article 28, Part 1 of Article 366 of the Criminal Code of Ukraine.
According to their information, the scheme operated on the territory of the Emilchyn Forestry branch. It was headed at the time by Bohdan Vasyukhnyk, the son of Yuriy Vasyukhnyk, former deputy head of the Volyn Regional Forestry and director of the Luhyn Forestry branch.
The journalists claim that unauthorized persons received remote access to the register of the State Enterprise “Forestry Innovation and Analytical Center” (EOD LIAC) from employees of the State Enterprise “Forests of Ukraine” and made changes to it that helped
- reuse tags for transportation of unaccounted wood;
- change the amount of wood residues in intermediate warehouses;
- adjust the volumes of timber products allocated for felling and actually harvested;
- to change the amount of timber products exported from the sites during logging.
During the inspection of these felling sites, it turned out that foresters were selectively felling trees that did not require sanitary measures. This circumstance indicates a falsification of the conclusions on the need for sanitary forest improvement measures approved by officials of the Kyiv Forestry Protection State Forestry Enterprise, journalists say.
The violation was discovered by employees of the Security Department of the Forests of Ukraine. It has been established that changes to the system are made in case of violations during logging by employees of the Security Department of the State Enterprise “Forests of Ukraine”, the State Environmental Inspectorate or employees of other law enforcement agencies, for an appropriate monetary reward.
According to the investigators, the secret administrator was the official's mother-in-law, registered as a sole proprietor. She illegally keeps the accounting records of the Stolychnyi Lisovyi Obytel (the branches of the State Enterprise “Forests of Ukraine” in Zhytomyr and Kyiv regions). Since she has access to the SAFO's EDI system with “administrator” rights and the accounting system, the woman helped to document the facts of misappropriation and sale of timber products by her unauthorized interference with the work of information (automated) networks.
368.media says that according to the State Bureau of Investigation, such a scheme was practiced by other branches of the Forests of Ukraine.
Most recently, EcoPolitic reported that the Bureau of Economic Security of Ukraine suspects the State Enterprise “Forests of Ukraine” of purchasing software with an overpayment of UAH 180 million.
