The government has changed the criteria for assessing risk from the activities of enterprises and the frequency of their inspections

Officials expect that the innovations will help optimally redistribute attention from less risky business entities to more risky ones

The Cabinet of Ministers of Ukraine introduced a risk-oriented approach to inspections in the field of environmental protection.

This was reported on the official website of the government.

For this purpose, the agency made changes to its resolution No. 383 dated 05/20/2020, which establishes criteria for assessing the degree of risk from conducting business activities and determines the frequency of scheduled inspections of enterprises by the State Environmental Inspection.

In particular, new criteria are established in the following areas:

  • ensuring chemical safety and management of chemical products;
  • prevention and management of waste;
  • monitoring, reporting and verification of greenhouse gas emissions;
  • handling of genetically modified organisms;
  • handling of pesticides and agrochemicals;
  • production and utilization of chemical current sources;
  • handling ozone-depleting substances and fluorinated greenhouse gases.

The government reminded that these changes were made to implement European integration laws, which have already been approved by the Verkhovna Rada. These include, for example, Law of Ukraine No 2804-IH "On ensuring chemical safety and management of chemical products" and Law of Ukraine no 2320-THEM "About waste management".

The officials also said that the introduction of a risk-oriented approach to inspections in the field of environmental protection will help increase their objectivity, transparency and impartiality. Environmental audits are expected to become more efficient and predictable.

The Cabinet of Ministers hopes that the introduced changes will help to optimally redistribute the attention of the State Inspectorate from less risky business entities to more risky ones.

In July, the draft law on the reform of the DEI, which has been in progress for 7 years, presented EU representatives.
