This document should become the basis for the development of regional and local waste management plans

The Ministry of Environmental Protection and Natural Resources of Ukraine has published for public discussion a new draft National Waste Management Plan (NWMP) until 2033 and a report on the SEA of this plan. Comments and suggestions are accepted until June 27, 2024.

This was reported by the Ministry of Environment.

The Ministry's experts have included the following key targets and measures in the National Waste Management Plan:

1. Increasing the level of preparation for the reuse and recycling of household waste:

– 10% by 2025

– 20% by 2030

– 25% by 2035

– 35% by 2040

2. Coverage of household waste management services until 2033:

– 98% of the urban population

– 95% of the rural population

3. Implementation of a separate waste collection system by 2033:

– 100% of the population of large cities

– 95% of the urban population

– 70% of the rural population

4. Scheme of extended producer responsibility (EPR) for packaging waste:

– overall recycling rate: 45% in the 5th year of the law, 60% in the 9th year

5. Restoration of materials:

– preparation for reuse, recycling and other recovery of materials from construction and demolition should be at least 70% by mass by 2033.

The plan also includes the development of infrastructure for waste management:

  • Green waste composting: by 2030 for all settlements with more than 100,000 inhabitants.
  • Reducing the share of biodegradable household waste: up to 50% in 2033.
  • Creation of a network of regional landfills. The Ministry of Environment calculated that 146 landfills are needed to cover the territory of Ukraine.

After its entry into force, the NWMP will be reviewed every 4 years. In the event of major changes in the legislative framework or justified changes in regional plans, the NWMP will be updated to reflect these changes.

In January, EcoPolitic reported that Mindovkilya published the project of the National Waste Management Plan until 2033. At that time, it had almost three times the volume and a different structure of presentation of materials.
