The Ministry of Environment proposes a barrier of 18% of the market share, which must be provided by EPR in order to register the organization

The Ministry of Environmental Protection and Natural Resources discussed with representatives of business and the public the draft law "On packaging and packaging waste", as well as amendments and comments to it.

This was announced by Recopack, an association of manufacturers of packaged goods operating under the principle of extended responsibility, on Facebook.

It is noted that the critical aspects of the document were discussed at the meeting, namely:

  • market share, which must be provided by the EPR organization in order to register the organization;
  • declaration of conformity of packaging.

Oleksandr Lymar, director of Recopack, noted that there should be no barriers to registering an organization. The association considers the proposal of the Ministry of Environment regarding the proposed barrier of 18% unacceptable.

In addition, he criticized the amendments regarding the cancellation of the declaration of conformity of packaging for packaging manufacturers.

"The Recopack Association does not support such an initiative, because it will weaken the responsibility of the packaging manufacturer regarding the composition of the packaging, which must comply with the law "On packaging and packaging waste", – emphasized in the message. – We look forward to continuing the dialogue with the ministry and reaching an understanding on key issues."

We remind you that in July, the Ministry of Environmental Protection and Natural Resources discussed with representatives of business, the public and experts proposals and comments on the final version of the draft law "On packaging and packaging waste", which for the first time in Ukraine introduces a system of extended producer responsibility (EPR).

As previously reported by EcoPolitics, in Poltava Oblast, in the city of Pyryatyn, the first 30 tons of waste of cardboard packaging collected by enterprises and residents of four communities according to the principle of extended producer responsibility were sent for processing.
