The Ministry of Environment has developed European rules for the operation of landfills

Such regulation is part of the waste management reform

The Minister of Environmental Protection and Natural Resources, Ruslan Strilets, said that the department has developed a document that will establish European requirements for landfills.

The new rules regarding their operation must fully comply with European standards and contribute to maintaining the state of environmental safety, the Ministry of Environment reports on Facebook.

It is noted that the document was repeatedly discussed with experts, the public and market participants.

"All in order for the rules to be effective. They did not just remain "written on paper", but allowed Ukraine to carry out a quality waste management reform and achieve the set goal. We are open to dialogue and joint revision of regulations. The key is that the new regulation must comply with the 31st EU Directive on waste disposal," said Strilets.

In the message, it was emphasized that since 2010, the rules for the technical operation of solid household waste processing facilities have been in force in Ukraine. However, the regulation does not cover issues such as landfill decommissioning and aftercare, reclamation, etc.

The press service said that the new rules will apply to landfills for hazardous waste, non-hazardous waste, and inert waste. They will regulate the following issues:

  • operations of these facilities;
  • termination of their operation;
  • reclamation

Previously, the program for monitoring the impact of landfills on the environment covered only the impact on air, water and soil. The new norms will also include:

  • noise load;
  • filtrate and production effluents;
  • subsidence of the body of the landfill;
  • meteorological parameters, etc.

It is noted that the procedure for accepting waste to the landfill will also be clearly defined – document verification, visual control and on-site verification, etc. In addition, there will be requirements for what waste cannot be placed in landfills, such as liquid, explosive and medical waste. It will also be prohibited to accept waste that has been separately collected for reuse and recycling.

"Regulating the operation of landfills and landfills in Ukraine according to European standards is part of the waste management reform currently underway in Ukraine," the press service emphasized.

Earlier, EcoPolitic wrote, that Minister of Environmental Protection and Natural Resources Ruslan Strelets stated that all garbage landfills should be closed, rehabilitated and forgotten about as a terrible dream.

As EcoPolitic previously reported, the government has approved the Procedure and Criteria, according to which certain substances or objects will be classified as by-products, i.e. criteria of classification for waste.
